UPR President
The Governing Board of the University of Puerto Rico (UPR) informs the university community and the country that, in accordance with Certification No. 91 (2024-2025) of this body, the nomination process for the Search and Consultation for the appointment of the President of UPR begins. Pursuant to Law No. 1 of January 20, 1966, as amended, known as the University of Puerto Rico Act, the General Regulations of the University of Puerto Rico, and Certification No. 17 (2013-2014), in pursuit of the public interest, this Governing Board conducts a consultation based on mutual communication between this body, as the appointing authority, and the University community consulted. Thus, we hereby resolve to carry out a broad and transparent dialogue, first, to identify suitable candidates and, second, to be effective in consulting the University community. So as to adopt the most streamlined and efficient search and consultation procedure as may be practicable, the following determinations are adopted: determinaciones siguientes:
SEARCH
The Governing Board Search and Consultation Committee is established, through Certification No. 83 (2024-2025), composed of the following five (5) members of the Board:
- Dr. Jorge I. Valentín Asencio
- Atty. Eliezer Ramos Parés or his representative
- Prof. María A. Mulero Pastrana
- Atty. Francisco J. Domenech or his representative
- Atty. Enrique A. Guzmán Matos
- Dr. Edgard R. Resto Rodríguez
- Mr. Simonely Hidalgo Rodríguez
The Governing Board Search and Consultation Committee is created with the following duties:
1. Begin the process with the dissemination of the Certification No. 91 (2024-2025)
2. Forward to the Academic Senates the Certification No. 91 (2024-2025), which includes the Description of the UPR President and the Work Schedule for the consultation process.
3. Publish a notice in the main newspapers and other announcements inviting potential candidates for the position of the President of the University of Puerto Rico to present their candidacies to this committee by way of:
a) A letter stating their intent and describing relevant experiences and interest in the position.
b) Curriculum Vitae detailing the skills and achievements in line with the description of the President of the University.
c) An academic-administrative work plan with a broad vision of the University and its mission, in line with the Strategic Plan and current Fiscal Plan, transformation actions, and any other requirement.
d) Five references from individuals other than Board members, providing their titles or degrees, addresses, telephone numbers, and emails.
e) Five letters of recommendations, providing the titles or degrees, addresses, telephone numbers, and emails of such individuals.
4. Request that the chancellors of each unit call the Academic Senates to begin the consultation process in their University community.
5. Encourage the Academic Senates to search for, identify, and persuade suitable candidates to submit an application for the position with the committee, together with the documents required under subsection 3 of this section.
6. Ensure that all candidates file the required documents by the deadline set in the work schedule. A digital and a written copy of the documents should be addressed to the Governing Board Search and Consultation Committee, and delivered:
a) personally, at the physical address: Office of the Executive Secretary of the UPR Governing Board, Central Administration Building, 1st Floor, Jardín Botánico Sur, #1187, Calle Flamboyán, San Juan, PR, Monday through Friday from 8:00 a.m. to 4:00p.m.
b) by regular mail, to the mailing address: PO Box 23326, San Juan, PR 00931-3326.
c) by email to: consulta.jg@upr.edu
Provided that failure to receive the documents by the deadline or to show good cause (at the discretion of the Special Committee for the Search and Consultation of the UPR President) for an extension, the candidate will not be considered..
7. Gather all documents submitted and ensure that the candidates meet the Description of the President of the University of Puerto Rico.
8. Evaluate the files of all candidates and submit them for the consideration of the Academic Senates so they may examine them, contact the candidates in the form and manner deemed appropriate, and disclose information concerning the candidates to the University community.
Each Academic Senate must begin the consultation process from the date on which the Board has sent the files of the candidates and will submit the corresponding report to the Search and Consultation Committee of the Board no later than 4:00 p.m. on May 15, 2025.
The Governing Board urges all faculty and non-teaching staff, the administrative/executive sector, their organizations, as well as and the Student Councils, to work with the Academic Senates to integrate their activities with those of the Senates, including the drafting of their unit’s report to the Board no later than 4:00 p.m. on May 15, 2025.
The Governing Board Search and Consultation Committee will evaluate the reports submitted by the Academic Senates and will render its own report with recommendations to the full Governing Board. This report will include the list of all candidates and will recommend one candidate to the presidency.
The Governing Board will select the President of the University of Puerto Rico from among the recommended candidates in a meeting duly called and streamed online.
Work Schedule
The Board advises that the work schedule for consultation with the Academic Senates and the University community begins on March 3, 2025. All reports from the Senate Consultation Committees, as well as all other community communications regarding this consultation, must be received by the Board no later than May 15, 2025, at 4:00 p.m..
The reports and all communications should be addressed to the Governing Board Search and Consultation Committee, and delivered:
